rawMessage - raw signed message

signedMessage - encrypted message

Returns:

true if the message has been decrypted successfully, else false

Throws:

UnsupportedEncodingException - when UTF-8 isn't recognized as Encoding Charset

SignatureException - when an error occurs while decrypting signed message
