Parameters:

normalSiteUrlFactory - the factory for a "normal" site URL e.g. http://app.com

mobileSiteUrlFactory - the factory for a "mobile" site URL e.g. http://m.app.com

tabletSiteUrlFactory - the factory for a "tablet" site URL e.g. http://app.com/tablet

sitePreferenceHandler - the handler for the user site preference

tabletIsMobile - true if tablets should be redirected to the mobile site

Handles the site switching aspect of the web request. For the requesting device, implementations should determine the appropriate site with which to respond.
